The Association Council consists of 12 members, who meet at least once in every three month period. Additional meetings are arranged as required.Council Members serve an important function on a number of racing's boards and committees including the main board of Horse Racing Ireland, and the Flat and National Hunt race programmes committees.

Any member of the Association can be nominated as a candidate for election to Council at an upcoming Annual General Meeting.Three of the elected members of Council, other than a member who may be the Association's representative on the board of Horse Racing Ireland, shall retire at the following Annual General Meeting but shall be eligible for re-election.
